FYI, I was able to attach a patch "anonymously" through JIRA. My login had timeout and I had not realized it. It didn't ask me for a comment but it did allow the patch file. Last I checked the dev team had some reservations about anonymous issue reporting. I would imagine the same concerns would apply to patch files (even more so because of file size and potential for mischief..)
