Our JIRA process hasn't always been the most consistent but we're supposed to be marking bugs fixed with a version of "nightly." This means that they are fixed in the latest source code. You can safely interpret that to mean 1.0.10 in this case. Once the next version is finalized the version fixed for these issues will be changed to reflect the new version number.
As for the release date, that is impossible to say. Releases take quite a bit of time so we're not anxious to do them every few weeks. My sense is that after a few more months of bug fixes and new stuff we'll be ready for another release. That's really up to the community though.
