Getting rid of StartupServletContextListener

According to brandnew ;) information, it is not necessary anymore to include
the listener in the web.xml. It can be put in the TLD file again, where it
belongs and where the RI has always had it even though there were compatibility
problems with Weblogic? with that.
Anyone volunteering to fix that?
