When building with -Dskip.sandbox=true the faces-config.xml is not included in
the META-INF folder of the myfaces-all.jar

ant -Dskip.sandbox=true is supposed to build myfaces without the sandbox
components, but if you use pass that variable to ant, the file faces-config.xml
which contains the tomahawk components is not included in the myfaces-all.jar.
