This means javahl is missing on your system
svnant seems to still use javahl, which is sort of
a pain in the backside, literally spoken.
Javahl is the native binding svn layer which causes problems
on almost any system it is neither or installed.

check if a switch to javasvn is possible on that one..
much easier to handle.
