Add "target" attribute for Tobago button component.

Add "target" attribute for t:button component (at least for type="submit"). The
functionality will be similar to t:link target.
As t:button is finally generated into <a href=""> I dont think it will be too
difficult.
(We need it badly, I can't find another good solution to open the result of
submit in a separate window).
