Configurations /WEB-INF/faces-config.xml loaded twice

I have a JSF configuration file faces-config.xml and put it under /WEB-INF/
In web.xml, setup context-param to load jsf configuration file.
<context-param>
<param-name>javax.faces.CONFIG_FILES</param-name>
<param-value>/WEB-INF/faces-config.xml</param-value>
</context-param>
Then this configuration file will be loaded twice. As /WEB-INF/faces-config.xml
will loaded automaticly at first. If I put it in CONFIG_FILES again, it doesn't
ignore this file. then phase listener and navigatorHandler has two instances in
container which maybe a problem.
