Yes, per the current proposal for "compatible" licenses that is currently being discussed in Apache's licensing mailing lists.

On the other hand, is *distribution* really a requirement?  Or just the ability to automatically download from a Maven-compatible repository without any click-through licenses?  That's possible today for the 1.2 JSF RI (which should ideally be added to the testing matrix I listed earlier, since the 1.2 spec is nearing final release) ... working on it for 1.1.
