This is a new select one menu like select one country or select one language.
A list of the states/provinces in a country are listed for the user to select.
The
country can be entered as a parameter, it defaults to the country in the locale.
The data comes from properties files.
Included are en_US, en_CA, fr_CA and en_AU.
