Yes, those are my thoughts exactly.  Preparation only.  No new branch
just yet.

I will go ahead and get started with putting the tasks in Jira.
Developers who are interested in implementing certain tasks can go ahead
and sign up for them by assigning the task to themselves.

Each can then go ahead and do the research and even write a little code
so that we can get a running start as soon as we are ready with a
branch.  In fact, I've already knocked out a few easy ones. :-)
