Are we sure this patch is the way to go?  How was this working at all before 
this patch?  I'm wondering if it didn't have something to do with the dummy 
form submitting the correct sequence as a request param ... The only time I see 
the sequence constant mentioned is in some code related to the dummy form 
(which I confess, I know very little about.)  My suspicion is that things work 
because of the dummy form and that we also need to check the request (in 
addition to request params) in order to satisfy the tck.  But I would feel 
better about changing things this way if we knew for sure how it was working 
outside of the TCK.
