Regarding dependencies there are two issues I would like to discuss.
Please have a look at:

1. sun.jdk:tools:jar:1.5.0 sounds dangerous to me: licence!
This is a system dependency.
You need the tools.jar from the 1.5 jdk to compile tobago.
If you create javadoc you need the tools.jar, too.
2. what is fop:fop:jar:0.20.5? licence?
This is Apache Fop :-)
