At this place the problem is that the icon is rendered at all.

One ore two years ago, long before tobago came into apache-myfaces,
we had a discussion about icons on top level menus, and we decided against,
because no one of us knows a application with icons on top level menues.

Maybe we need to rediscuss this now.

Anyway the current behavior is wrong.
