This is fixed already -- I saw it earlier asked Craig to fix the
permissions in the snapshot repo.

org.apache.commons.validator does not exist

We're currently arguing with Maven about <dependencyManagement> and
<exclusion>. :(  It insists on either including the *wrong* version of
commons-validator, or none at all.
