The code in LoadBundleTag.java (1.1.4) doing this is: final ResourceBundle bundle; try { bundle = ResourceBundle.getBundle(basename, locale, Thread.currentThread().getContextClassLoader()); } catch (MissingResourceException e) { log.error("Resource bundle '" + basename + "' could not be found."); return Tag.SKIP_BODY; } which does not allow for any customization.
