tc:cell is used instead of tc:panel inside gridlayout if you need spanX/Y or
scrollbars.
prior to this changes the tc:cell was rendered by PanelRenderer, this enables
the use of reload-facet and clientId in javascript.
now we need to put a panel inside the cell to get this back.
