The idea is that the theme controls the spacing of menu items. If you write 
your own theme ( for example by extending an existing one) you can influence 
the spacing.

Do you have a concrete use case, where the height of a single menu item has to 
be changed? I can currently not think of any classical desktop application 
which does such a thing.
