Previous 95% number was too optimistic, of course! multipart form posts and
Safari support were broken, but are now both working. panelPartialRoot is now
"working", in that it's totally unnecessary and has been deleted. Next tasks
include testing on IE (should work already) and restoring the focus for
accessibility.
