With TRINIDAD-96 fixed, we can now safely start skipping elements in the page
during PPR if we know that there can't be any rendered content present.
Specifically:
- leaf elements when they are not targets
- NamingContainer parents when there are no clientIds with that parent's ID as
a prefix
