For ip-clearance, there can be no initial committers. ip-clearance only covers intellectual property. If there were committers, everything would need to go through incubation.
Any existing committers will need to become MyFaces committers through the standard procedure -- contributing via JIRA, then promotion to committer status after sufficient merit is earned.
