Lightweight dialogs are not truly modal

When a lightweight dialog is launched it appears to be modal in that, using the
mouse, it is not possible to click on an area outside of the dialog. However,
using the keyboard it is possible to tab to fields/buttons/links/etc outside
the dialog and invoke them (I'm using Firefox).
