[PORTAL] JSR-301 Portlet Bridge has cleared incubator list

Hey guys, the code donation for the JSR-301 Portlet Bridge IP-Clearance 
has been accepted by lazy consensus on the incubator list so I think 
we're ready to add this into svn.
