Note: pure speculation.
Possibly it's due to the misunderstanding that the "#{blah}" part of
the string is the EL expression.
Any string is an EL expression, and #{} is simply one operator that
can be used in that string. So "#{a} text #{b} text #{c}" is one EL
expression, not three.
