A horizontal scrollbar on sheets is added when the size of a row is higher than
the default one : Sheet.rowHeight property of tobago-theme-config.properties
Under this limit, only the vertical scrollbar is added (as expected). The idea
is to be able to increase locally a row height so layout is calculated properly
on sheets with 'non standard ' rows.
