PanelTabbed problem with invalid state

It could be very useful to improve panelTabbed component to fix problem with
invalid tab state. This state is embedded coreShowDetailItem state, where this
item is disabled and disclosed together. When this item is disabled, it should
not support disclosing. My proposal is to make panelTabbed component more
intelligent to implicitly select another item to disclose, when the disclosed
one is disabled.
