It appears that Trinidad generates different stylesheetDocumentIds if the same 
trinidad-skins.xml library that has skin additions is included in the classpath 
more than once. This causes the portal skin-sharing to fail.

The fix is in SkinUtils.java, where we register the skin information after 
parsing the trinidad-skins.xml files.
We want to check the URL where the trinidad-skins.xml file is, and only 
register the information if that exact URL has not been processed before.
