Do to popular demand, I uploaded the ExternalContextUtils to the commons
project. It's a bit different from Trinidad's and includes some extra
request types to be able to handle JSR-286 as well as JSR-301. Like
everything else in commons right now, there are no test cases or
anything, but it's there.
Let me know if people don't like what I've done to the API, I can still
go back and change things if need be, but having used Trinidad's
externalContextUtils for some time, I've basically taken everything in
my wishlist and added it to the commons class.
