This particular issue is when the urls are the same and therefore the consumer
asks the producer to suppress the stylesheet (suppressStylesheet on
requestContext = true).
I think the first step to fix this bug is to not write out the stylesheet to
the filesystem when suppressStylesheet is true and we are sharing the skin.
After we fix this, I suggest Scott creates another JIRA issue to solve the more
complex problem. And it can be up to the portlet to use whatever solution he
wants - if suppressStylesheet is true, then we'll simply suppress the
stylesheet and not write it out.
I feel like we are trying to solve too many things in this JIRA issue.
