The difference is that <tr:panelHorizontalLayout> supports both horizontal and
vertical alignment (halign & valign attributes), while <tr:panelGroupLayout>
does not.
So yes, one can use <tr:panelGroupLayout> for basic vertical layouts but the
aligns can not be specified.
