to provide support for custom filters which are able to extend or restrict (2
different modes) existing filters (esp. for component initialization). so it
wouldn't be necessary to provide new initializers and repeat the logic. it
would be enough to provide custom filters which are used by the existing
initializers. local static filters would be obsolete.
