Portlet and Portlet Bridge API's should be marked as optional

Currently Trinidad is dependent on the Portlet and Portlet Bridge API's. These
libraries are marked as "provided" in the pom files. The Trinidad community
has been enforcing a contract where these libraries, although needed during
compile time, are NOT needed during runtime. It has been suggested, therefore,
that these libraries be marked as *optional* in order to be more clear.
We'll need to research whether this has any adverse effects to the build.
