The tr:panelCaptionGroup's partial triggers doesn't work

Simply the tr:panelCaptionGroup's partial triggers doesn't work after any
event. So, I always must use a tr:panelGroupLayout (with partialTriggers) or
other component around tr:panelCaptionGroup.
This really isn't a critical problem, but it could be fixed.
