TRINIDAD-1078 Application View Cache is broken
TRINIDAD-1487 Improve the application view cache
Since Application View Cache is broken and we recommend that it not be used, we
should log an error if it is turned on via USE_APPLICATION_VIEW_CACHE in
web.xml.
If those are fixed, then this error can go away.
