getActionURL doesn't encode extra params correctly if the actionURl returned

The bridge's getActionURL allows the incoming viewId to contain QS params. The
semantics are supposed to be to append these extra params to the resulting
generated actionURL. As the bridge delegates to generate this URL it needs to
check whether the result contains a QS or not before appending the parameters
so that it properly beging the append with either a ? or a &.
