The doctype attribute of tc:page enforces the PageRenderer to print the given
doctype declaration.
This doesn't make sense, because the Tobago-Theme is responable which doctype
must be used. If you change the doctype, the output will not be rendered
properly.
The attribute will be set to deprecated in 1.0 and removed the 1.1.
