The latest patch is incomplete by two reasons:
1. When partial state saving is used, UIViewRoot.processRestoreState is not
called. Look how PostRestoreStateEvent is triggered.
2. The patch remove valid code calling PhaseListeners. Look how
UIViewRoot.notifyListeners is called.
