The menu in Tobago 1.0.x was rendered with JavaScript.
The main disadvantage is, that the menu items need a short time to be displayed
on the browser, the menu always occure later (like the tree) than other
components. That is not nice.
An other disadvantage is, that the DOM (which is build by JavaScript) is not in
the source code. That it make a little more complicated to debug and develop it.
