The partial reload abilities of tobago should be (mostly) independent from the
used js ajax library.
We first decided to replace prototype with dojo, but now we also need to
include jquery, so there is no longer need to include dojo as dependency.
The goal is to make tobago independent of a specific ajax library and let
tobago decide to use the "best" available one.
