Unify the ReflectUtil and ClassUtils classes

Currently we have historically grown 2 different classes which are responsible
for Class loading one being the ReflectUtil class which originates out of the
Facelets Codebase the other one being our own homegrown ClassUtils.
Both have their advantages and disadvantages, we probably should unify both
classes under shared ClassUtils in the long run (post 2.0)
