We use the following PhaseListener to setup view handler:
http://anonsvn.jboss.org/repos/richfaces/branches/community/3.3.X/framework/impl/src/main/java/org/ajax4jsf/event/InitPhaseListener.java.
When it's called on RESTORE_VIEW phase of the very first request,
IllegalStateException is thrown.
