JSF 2.0 composite components are not picked up

When I change (or add) a composite component, the change is not picked up.
After a server restart the file is loaded.
Normal Facelet files are picked up correctly, also included files, like the
page template.
I have configured all entries in web.xml and both JSF and Facelets are in
development mode.
