On wide empty sheets not all columns are displayed

On a wide _empty_ sheet with more columns that could displayed without
horizontal scrollbars tobago don't render scrollbars. So it is not possible to
see all column-headers.
If one row is entered the scrollbar apperas and the behavior is fine.
