Bundle oamSubmit.js into jsf.js

I think it is worth to do some small changes on oamSubmit.js and create a param
called org.apache.myfaces.RENDER_FORM_SUBMIT_SCRIPT_INLINE by default false, to
enable previous behavior (render it inline), and if jsf.js has been loaded
before, prevent load it.
