This has the advantage, that it is easy to find and download the DTDs.
Some IDEs have the feature to download the DTD by the using the URL from the
System Id.
We should provide these URLs:
http://myfaces.apache.org/tobago/tobago-config_1_0.dtd
http://myfaces.apache.org/tobago/tobago-config-1.0.29.dtd
http://myfaces.apache.org/tobago/tobago-config-1.5.dtd
