Old version of the spec required developers only mark urls being action encoded
with the DIRECT_LINK tag if an absolute url. Based on user feedback the spec
changed to require encodeActionURL to turn any app relative DIRECT_LINKs into
an absolute link before returning. Need to update the impl to reflect this
change.
