sometimes the request parameters contain characters which are not allowed in
URLs. Those must be encoded properly.
This happened to me when I invoked a page which used a url parameter to point
to the 'nextPage' via an
'url=%2Fcourse%2FcourseAnnouncement.xhtml%3FcourseNumber%3D101009%26courseSemester%3D2010W'
