Remove the TobagoResourceBundle from the faces-config.xml

The disadvantage is, that this configuration value may be in conflict with
other libraries that needs to set this value.
Solution: Search the bundles programatically (in MessageUtils)
1. look into the application bundle (from faces-config.xml)
2. look into the tobago bundle
3. look into the default from the jsf implementation
