Same problem with trinidad 1.2.14. and jsf-ri >= 1.2_12
Its no problem with trinidad 1.2.14 and jsf ri 1.2_09-b01.

I tracked this down to the ViewHandlerImpl.getActionUrl method which no longer 
adds the suffix if there isn't already one specified.
So maybe this is a bug in the ri implementation?

In createView they append the suffix if there isn't any.
