Definitively it is a bug in websphere 7.
Look this part on the description of javax.servlet.jsp.JspApplicationContext :
Throws:
java.lang.IllegalStateException - if an attempt is made to call this method
after all ServletContextListeners have had their contextInitialized methods
invoked.

The code is called from the right place, but the exception is thrown. It is
probably Mojarra does not call it, because jsp was deprecated, but do that
seems to me invalid, because in fact it hides the real problem.
I think add a param that just prevents add JSP support will work better in this
case (it was already proposed before on myfaces dev mailing list).
