Introduce a new output-mode called 'offline' that will be useful when rendering
content for offline viewing. In this mode the components may render content
with more client side interactivity in mind. This mode is useful when rendering
pages as attachments to emails, for example. A user receiving an email can open
the attachment when they are not connected to a network.
